The Collapse of the 28-Point Peace Proposal for Ukraine: Why Peace Negotiations Continue to Falter

Europe felt a moment of respite on Monday, as the diplomatic emergency sparked by the announcement of a new comprehensive peace framework for resolving the conflict appeared – briefly – to have been contained. A Washington representative spoke of "substantial progress" after diplomatic discussions in Geneva. On Monday night, Russian leadership made its response: another massive barrage of aerial bombardment on Kyiv.

The Pattern of Diplomacy and Destruction

The chain of opposing developments captured the bleak nature of the current period. By day, political struggles are waged: hopeful statements are delivered from various governments. Considerable effort is devoted on managing specific proposals. By night, Russian leadership brutally reminds the world that, for them, military action persists as the main instrument for achieving "settlement".

Nocturnal Warfare

As military strikes developed into the early hours of Tuesday, the present situation of Ukraine's defenselessness was laid bare. Ukraine is able to track projectile deployments from across the border, a capacity afforded by timely intelligence. From observation points, military aircraft that had been deployed to intercept incoming guided weapons flew past – sophisticated military planes provided to Ukraine by NATO members.

Soon thereafter, Kyiv's air-defence systems activated: several firings targeted at a incoming threat. This was a modern interception technology at work, probably supplied through partner states. Every firing jolts you unexpectedly, shaking the windows. The moment of terror quickly transforms into grim resignation: perhaps the incoming missile won't hit its mark this time, sparing the city from devastation and another blackout.

Persistent Threats

Following this, a large-caliber weapon opened up on a unmanned aircraft close by, part of a defensive team – almost certainly imported technology. Sadly, the bullets missed the hostile drone – it continued its flight toward its destination.

Periodically, this carried on until dawn. Kyiv greeted the early updates: seven people killed, damage and infrastructure problems in numerous residences as a result of the nocturnal offensive. As always, everyone still went about their day – enduring hostilities. But those entire period illustrated Ukraine's critical military reliance on international aid – a dependence that European nations are evidently unprepared to fill in the short term.

Failed Diplomacy

The comprehensive proposal from US administration provoked deep reactions, discussion and serious worry – and temporarily diverted attention from Ukraine's most significant graft case in years. Yet, we have witnessed similar scenarios, after earlier high-level meetings and international summits.

Every new proposal from American administration adheres to the consistent cycle: a diplomatic cavalry charge against Ukraine, which Kyiv, with allied governments, succeeds in resisting. They contain the crisis but never actually win the battle. This pattern will, undoubtedly, endure.

Strategic Calculations

It is convenient to criticize specific actors of repeatedly advocating Kremlin's demands. But that does not seem to be the entire situation. US administration works based on a principle familiar among seasoned negotiators: you cannot secure via talks what you have failed to defend militarily. The American government assumes that it is unfeasible to pressure the Kremlin to relinquish the land that it currently occupies in Ukraine's southern or eastern regions.

The issue is that while accepting these circumstances, US leadership does minimal to prevent Kremlin actions, through diplomacy or military means, from assuming that the status quo will not evolve additionally in its advantage in the near future.

Divergent Views

Therefore, the Kremlin is convinced that the clock favors them – that Ukraine and its supporters are approaching exhaustion. Their incentive to accept conditions that does not give them the greatest potential benefit is close to zero. There may be multiple initiatives to stop fighting, but they will persist as long as Russia's leader remains highly assured in the conclusion.

On the contrary, Ukrainian leadership believes that Ukraine can still endure, progressively conceding civilians and areas but avoiding a complete military breakdown until situations evolve in its favour.

Current Realities

Factually, there are no actual prerequisites for a armistice. Now, individual motivations are entering the equation: leadership ambitions to broker a ceasefire and obtain worldwide acknowledgment, and Kyiv's dual difficulties – on one hand, not to alienate a key ally, and on the other, to rally Ukrainians around the flag against any initiative Kyiv finds unworkable, so that their focus does not switch to internal issues. And although their objective will now be considerably more difficult after latest incidents, it remains highly unlikely that this will change their overall approach.

These conflicting dynamics are driving the talks.

Assessment and Future

It took a mere seven days to kill the proposed articles of the current initiative. Assertive and inconsistent approach of the matter by Washington, resistance by Ukraine and the other European countries, along with pacifying measures of diplomats, and finally, current information leaks, all achieved their purpose.

While new proposals based on established approaches are imminent, Kyiv, London and other Western governments should reach an essential realization: Ukraine and Europe will only be able to counter negotiation assaults from Washington that are founded on Moscow's terms and demonstrate particular unwillingness to change the course of events, if they maintain solidarity and enhance their military capacity at a significantly accelerated rate. If they do, neither political nor armed coercion will be able to break them. In the meantime, Ukraine's capability to counter nocturnal attacks will, for the foreseeable future, mainly require sustained allied backing.
